Hannah Cuffcake is the sweetest of all SweetTarts. Wearing handcuffs as jewelry, Hannah Cuffcake was announced the 2017 Miss Miss Tootsie Saturday night at Tracy Area High School. Seven area men dressed up for the annual Miss Tootsie Pageant sponsored by the Fine Arts Council of Tracy (FACT) and Tracy Community education as a fundraiser. SweetTarts was the pageant theme.
